Over the past several years, HDA has responded to unprecedented housing needs in the counties we serve in Eastern Kentucky.
Together with public and private partners, we’ve built neighborhoods, repaired homes, and helped hundreds of families move toward stability.
But the work isn’t over.
The need for affordable housing remains. The demand for home repairs continues to grow.
More than 250 families are waiting for the opportunity to build or purchase a safe, affordable home.
As disaster recovery funding gradually sunsets over the next two years, private philanthropy will become increasingly important to sustaining this momentum.

During the historic 2022 floods, Andrea Eastmon watched the home she shared with her family break apart and wash downstream. She survived by clinging to a tree until daylight, uncertain whether the people she loved had survived.
In the months that followed, Andrea, her partner Travis, and their young daughter shared a single room with family while working to rebuild their lives. With determination, financial coaching, and support from the Housing Development Alliance, they paid down debt, built savings, and achieved something that once felt impossible.
Today, they’re homeowners.
Their new home sits safely outside the flood zone, where their daughter can grow up without the fear that once followed every rainstorm.
Andrea’s story reminds us that affordable housing is about far more than construction. It’s about helping families move beyond survival and into stability. It’s about creating a future where children can simply be children.
And it’s about building communities where more families can choose hope over fear.
