Fiscal Year 2023 presented significant operational challenges due to widespread flooding that affected most of the counties we serve. HDA responded with continued disaster recovery efforts while maintaining core affordable housing programs. Key outputs for the year included home construction, home repair services, and expanded organizational capacity.
Following the 2022 flood event, HDA continued structured disaster recovery operations through FY 2023, focusing on recovery work alongside standard affordable housing programs. HDA’s disaster response included construction on higher ground and rehabilitation of damaged housing.
HDA completed the Gurney’s Bend subdivision, a planned development of 15 affordable homes. The project was executed in partnership with local government and funding agencies and provides long-term housing options for low-income families, including individuals previously affected by flooding.
During FY 2023:
5 eligible low-income households completed the homeownership process through housing counseling and program participation.
HDA continued its home repair and rehabilitation initiative, a longstanding program dating back to 1995. In FY 2023, this program leveraged multiple funding sources, including federal and state grants and internal funds, to support more than 250 households in need of safe, durable housing.
The Hope Building Program provides paid, on-the-job construction training and contributes to workforce housing development. In FY 2023:
10 trainees participated in the program, with 6 completing training and transitioning to full-time employment.
3 open-market homes were completed and sold, expanding housing options and supporting workforce stability.
3 additional homes were in progress at year-end, supported by trainees and ongoing construction partnerships.
In FY 2023, HDA’s annual operating budget was $6,634,034.52. HDA’s revenue was sourced through a combination of private contributions, developer fees, and public grants.
~15% supported administrative and general operations, with approximately 1% allocated to fundraising.
This allocation reflects a strong emphasis on program delivery in accordance with industry best practices for nonprofit stewardship.
