If you’re looking for a safe, affordable place to live – or need to make critical repairs to the home you already have – you’re in the right place!

The Housing Development Alliance (HDA) partners with individuals and families across four counties in Eastern Kentucky (Breathitt, Knott, Leslie, and Perry) to access affordable housing solutions that are built to last. Whether you’re interested in a new home, home repairs, or a rental, this page will help you understand your options and take the next step.

Who We Serve

The Housing Development Alliance has served Appalachian Eastern Kentucky for more than 30 years. As a nonprofit 501(c)(3) affordable housing developer, we have:

  • Built over 400 new homes

  • Completed 1,100+ home repairs and rehabilitations

  • Developed 40 affordable rental units

Our programs are made possible through partnerships with funders, donors, volunteers, and community organizations.

Following the flood disasters of 2022 and 2025, we have expanded and adapted our services to support long-term recovery – focusing on home-saving repairs and new home construction on higher ground whenever possible.

Our goal is not just recovery, but stability.

Our Service Area

We serve residents of Breathitt, Knott, Leslie, and Perry counties. While we’re happy to answer questions from surrounding areas, we are only able to build, repair, and rent homes within these counties.

I Need a New Home

We help income-qualified households prepare for and purchase a newly built, energy-efficient home designed for long-term affordability and durability. Families work with our team through housing counseling and financial preparation before construction begins.

Our repair program addresses critical health, safety, accessibility, and energy-efficiency needs - from roofs and HVAC systems to ramps and bathroom modifications - at a cost low-income homeowners can afford.

We offer a limited number of affordable rental homes and apartments for qualifying low-income and very low-income households, including single-occupancy units. Availability is limited and turnover is low.

Additional Resources & Programs

Housing Counseling is a core part of our homeownership process. Clients who qualify for our Homeownership Program receive one-on-one guidance on budgeting, credit, debt management, and home maintenance to help them prepare for long-term, sustainable homeownership.

Redbud Financial Alternatives, HDA’s Community Development Financial Institution (CDFI), expands access to fair financial tools and education. Through low-interest loans and individualized financial coaching, Redbud helps residents build credit, avoid predatory lending, and move toward goals like homeownership and buying a new car.  

Our floor plans reflect the homes we build – durable, energy-efficient, and designed for everyday living. Explore available layouts to get a better sense of what an HDA home looks like and how it’s designed to meet the needs of families in Eastern Kentucky.

In addition to income-based housing, HDA occasionally builds homes for sale on the open market through our Hope Building Program. These homes are limited in number and advertised as they become available. Information about current or upcoming middle-income homes can be found here.
