The Housing Development Alliance (HDA) has served East Kentucky families for 30 years. As a nonprofit affordable housing developer, we’ve built 340 new homes, made over 900 home repairs/rehabilitations, and developed 43 rental units for low-income mountain families. Our work is made possible by the generosity of funders, donors, supporters, and volunteers.  

People in the hills of East Kentucky are raised to look out for each other and do all we can to help others. Our programs and services are provided not as a hand out, but as a hand up to hard-working mountain people determined to give themselves and their families a better life.

Our Service Area

The Housing Development Alliance serves Breathitt, Knott, Leslie, and Perry counties in Appalachian Kentucky. When funding allows, we occasionally offer our services in Floyd County.

What Kind of Housing Help Do You Need?

Our programs and services primarily serve low-income people in eastern Kentucky. As a nonprofit, we want to improve our community and the lives of East Kentuckians through affordable housing – affordable new homes, home repairs, and rentals. Following the flood disaster of 2022, we also now offer special programs for flood survivors to help them access our services for affordable new home construction and home rehabilitation/repairs.

Clients who qualify for our Homeownership Program receive Housing Counseling as a free service. Our Housing Counselor educates and coaches families on home maintenance, budgeting, debt management, and more as they prepare to become homeowners. Houses built by our Hope Building Program are sold on the open market. We build much fewer of these houses in a year than we do our income-based houses, but when a “Hope Home” is being built or is available, we advertise it widely.
