The FY 2023 Annual Report summarizes HDA’s operational outcomes, program delivery, and financial position for the fiscal year. It is provided to ensure transparency and accountability to donors, funders, partners, and community stakeholders.
Fiscal Year 2023 presented significant operational challenges due to widespread flooding that affected most of the counties we serve. HDA responded with continued disaster recovery efforts while maintaining core affordable housing programs. Key outputs for the year included home construction, home repair services, and expanded organizational capacity.
Crews conducted muck-out, debris removal, and mold mitigation for 42 households impacted by flooding.
In FY 2023, HDA completed and sold 8 homes, including units for low-income families and households affected by flooding.
HDA carpenters completed 60 rehabilitations and repairs, improving or preserving housing conditions for low-income homeowners.
Approximately 800 volunteers contributed over 5,000 hours of labor, supporting construction and recovery activities.
To increase delivery capacity, HDA expanded from 5 to 8 construction crews.
HDA provided housing construction or repair services for 121 families during the fiscal year.
Following the 2022 flood event, HDA continued structured disaster recovery operations through FY 2023, focusing on recovery work alongside standard affordable housing programs. HDA’s disaster response included construction on higher ground and rehabilitation of damaged housing.
HDA completed the Gurney’s Bend subdivision, a planned development of 15 affordable homes. The project was executed in partnership with local government and funding agencies and provides long-term housing options for low-income families, including individuals previously affected by flooding.
During FY 2023:
5 eligible low-income households completed the homeownership process through housing counseling and program participation.
HDA continued its home repair and rehabilitation initiative, a longstanding program dating back to 1995. In FY 2023, this program leveraged multiple funding sources, including federal and state grants and internal funds, to support more than 250 households in need of safe, durable housing.
The Hope Building Program provides paid, on-the-job construction training and contributes to workforce housing development. In FY 2023:
10 trainees participated in the program, with 6 completing training and transitioning to full-time employment.
3 open-market homes were completed and sold, expanding housing options and supporting workforce stability.
3 additional homes were in progress at year-end, supported by trainees and ongoing construction partnerships.
In FY 2023, HDA’s annual operating budget was $6,634,034.52. HDA’s revenue was sourced through a combination of private contributions, developer fees, and public grants.
~15% supported administrative and general operations, with approximately 1% allocated to fundraising.
This allocation reflects a strong emphasis on program delivery in accordance with industry best practices for nonprofit stewardship.

The FY 2023 Annual Report demonstrates HDA’s ability to adapt operations during an extraordinary year, maintain program delivery, and manage resources responsibly. The information provided supports transparency and ongoing confidence in HDA’s stewardship and capacity to deliver long-term housing outcomes.
1. Is there a cost for home repairs?
Yes – but repairs are made affordable. Most homeowners receive a combination of grants and low-interest loans based on income, household size, and the type of repair needed. We will explain all costs before any work begins.
2. Do I have to own my home to qualify?
Yes. The home must be owner-occupied, meaning you own the home and live in it. We are not able to repair homes you plan to move into or homes owned by someone else.
3. What kinds of repairs can you help with?
We focus on critical health and safety repairs, accessibility improvements, and major home rehabilitations. This can include roofs, floors, plumbing, electrical issues, ramps, HVAC (through a subcontractor), and more. Cosmetic repairs are generally not eligible.
4. How long will it take to hear back after I get started?
Due to high demand – especially following recent flood disasters – response and wait times are longer than usual. After you submit the Get Started form, our staff will contact you when your request reaches the next step. We appreciate your patience.
5. Why are there two forms?
We use two forms to make the process easier and more efficient for homeowners. The Get Started form is a short first step that lets us understand your situation and determine which repair programs may be a good fit. After reviewing that information, an HDA staff member will contact you to talk through next steps. The Home Repair Intake form is the full application and collects detailed information needed to determine eligibility and funding options. Most people begin with Get Started – our team will help you from there.
6. Does flooding affect my eligibility?
We assist homeowners who were affected or impacted by flooding, whether repairs are flood-related or not. Flood-related needs may qualify for specific funding sources, but all requests are reviewed individually.
