HDA Celebrates Opening of John Rudd Caudill Memorial Park

New Community Park in Hazard Honors Late Builder and Leader

HAZARD, KY — The Housing Development Alliance (HDA) hosted a community celebration on Fri., April 24, 2026, to mark the opening of John Rudd Caudill Memorial Park at Gurney’s Bend, located at 140 Hopper Circle in the Allais section of Hazard.

Community members, partners, and local leaders gathered for the event, which included a ribbon cutting ceremony, the unveiling of the park’s sign, remarks from colleagues and friends, and a community cookout. 

The park, located within the Gurney’s Bend subdivision, was made possible through grant funding from the Perry County Community Foundation and the City of Hazard. Gurney’s Bend, completed in 2021, includes 15 affordable homes developed by HDA.

The highlight of the event was the unveiling of the park’s sign, officially dedicating the space in memory of John Rudd Caudill, HDA’s late Director of Construction, who played a central role in the development of the neighborhood.

Park Officially Opens

Members of Caudill’s family – his wife, Holly, and their children, Cameron and Hannah – were in attendance for the celebration which included reflections on his life and legacy. 

"When we think about John Rudd (Caudill), I don't want people to remember how he died - I want them to remember how he lived!" said Ashley Sumner, the Assistant to the Director of Construction at HDA, a role that was created for her by Caudill. "He was a true believer in the Lord. He believed in hard work. He was a wonderful father, a great husband, son, brother, uncle, coach, boss, coworker, and friend. He believed in me, and for that, I grieve for his presence every day of my life."

HDA leadership also emphasized the importance of creating spaces that strengthen community life.

“John’s work helped lay the foundation for this entire community,” said HDA Executive Director Scott McReynolds. “This park will serve as a lasting tribute to his dedication and the impact he had on so many families.”

The event served as both a celebration of a new community amenity and a tribute to the lasting impact of Caudill’s work in Perry County and across the region.

“This park represents more than a place to gather - it reflects the kind of community we’re working to build,” McReynolds said.

Prior to the construction of Gurney’s Bend, which was completed in 2021, an abandoned strip mall was all that occupied the land – a vestige of a booming coal town. Now, instead of a neglected space there is a vibrant community of 15 lovely homes and a park where children play and people come together, bringing life to this part of town and a more certain future.

McReynolds said HDA will continue investing in community-centered development in all the counties it serves.

Following the ceremony, community members stayed to enjoy the park, share a meal, and connect with neighbors.
