If you’re looking for a safe, affordable place to live – or need to make critical repairs to the home you already have – you’re in the right place!
The Housing Development Alliance (HDA) partners with individuals and families across four counties in Eastern Kentucky (Breathitt, Knott, Leslie, and Perry) to access affordable housing solutions that are built to last. Whether you’re interested in a new home, home repairs, or a rental, this page will help you understand your options and take the next step.
The Housing Development Alliance has served Appalachian Eastern Kentucky for more than 30 years. As a nonprofit 501(c)(3) affordable housing developer, we have:
Built over 400 new homes
Completed 1,100+ home repairs and rehabilitations
Developed 40 affordable rental units
Our programs are made possible through partnerships with funders, donors, volunteers, and community organizations.
Following the flood disasters of 2022 and 2025, we have expanded and adapted our services to support long-term recovery – focusing on home-saving repairs and new home construction on higher ground whenever possible.
Our goal is not just recovery, but stability.
We serve residents of Breathitt, Knott, Leslie, and Perry counties. While we’re happy to answer questions from surrounding areas, we are only able to build, repair, and rent homes within these counties.
We help income-qualified households prepare for and purchase a newly built, energy-efficient home designed for long-term affordability and durability. Families work with our team through housing counseling and financial preparation before construction begins.
Learn More About New HomeownershipOur repair program addresses critical health, safety, accessibility, and energy-efficiency needs - from roofs and HVAC systems to ramps and bathroom modifications - at a cost low-income homeowners can afford.
Learn More About Home RepairsWe offer a limited number of affordable rental homes and apartments for qualifying low-income and very low-income households, including single-occupancy units. Availability is limited and turnover is low.
Learn More About RentalsIf you’re interested in any of the housing options above, the first step is to tell us a little about your situation. This is not an application, but a way for our staff to contact you and share information about next steps and eligibility.
After you submit the form, a member of our team will follow up with you as soon as possible.
"Where we love is home, home that our feet may leave, but not our hearts."

Housing Counseling is a core part of our homeownership process. Clients who qualify for our Homeownership Program receive one-on-one guidance on budgeting, credit, debt management, and home maintenance to help them prepare for long-term, sustainable homeownership.
Redbud Financial Alternatives, HDA’s Community Development Financial Institution (CDFI), expands access to fair financial tools and education. Through low-interest loans and individualized financial coaching, Redbud helps residents build credit, avoid predatory lending, and move toward goals like homeownership and buying a new car.
Our floor plans reflect the homes we build – durable, energy-efficient, and designed for everyday living. Explore available layouts to get a better sense of what an HDA home looks like and how it’s designed to meet the needs of families in Eastern Kentucky.
In addition to income-based housing, HDA occasionally builds homes for sale on the open market through our Hope Building Program. These homes are limited in number and advertised as they become available. Information about current or upcoming middle-income homes can be found here.
Our FAQs cover common questions about homeownership, home repairs, rentals, eligibility, and getting started. If you don’t see your question listed, our staff directory can help you find the right person to contact.
1. Is there a cost for home repairs?
Yes – but repairs are made affordable. Most homeowners receive a combination of grants and low-interest loans based on income, household size, and the type of repair needed. Cost to the family is usually quite low, with some grants covering the full cost of repair(s). We will explain all costs before any work begins.
2. Do I have to own my home to qualify?
Yes. The home must be owner-occupied, meaning you own the home and live in it. We are not able to repair homes you plan to move into or homes owned by someone else.
3. What kinds of repairs can you help with?
We focus on critical health and safety repairs, accessibility improvements, and major home rehabilitations. This can include roofs, floors, plumbing, electrical issues, ramps, HVAC (through a subcontractor), and more. Cosmetic repairs are generally not eligible.
4. How long will it take to hear back after I get started?
Due to high demand – especially following recent flood disasters – response and wait times are longer than usual. After you submit the Get Started form, our staff will contact you when your request reaches the next step. We appreciate your patience.
5. Why are there two forms?
We use two forms to make the process easier and more efficient for homeowners. The Get Started form is a short first step that lets us understand your situation and determine which repair programs may be a good fit. After reviewing that information, an HDA staff member will contact you to talk through next steps. The Home Repair Intake form is the full application and collects detailed information needed to determine eligibility and funding options. Most people begin with Get Started – our team will help you from there.
6. Does flooding affect my eligibility?
We assist homeowners who were affected or impacted by flooding, whether repairs are flood-related or not. Flood-related needs may qualify for specific funding sources, but all requests are reviewed individually.
Please fill out this contact form and let us know what kind of help you need. A member of our staff will contact you ASAP.
